Universities will have to publish their calendars at the beginning of each session. Those to be granted accommodation at which halls of residence will also be announced and everyone would know. Graduation days will also be published by the universities and graduates given their degrees on the day of graduation.

Chairman of the House of Representatives Committee on Appropriation, Hon Abdulmumin Jibrin, said the project was not included in the budget originally so the allegation that the controversy is the sum of mischief is baseless.

The Campaign for Democracy on Sunday asked the Economic and Financial Crimes Commission to commence the process of prosecuting former President Goodluck Jonathan, over his alleged roles in the disbursement of the $2.1bn meant for the procurement of arms to fight insurgency.
The CD, in a statement by its National President, Ifeanyi Odili, and made available to our correspondent in Abuja, noted that the excuse of the anti-graft agency that it was still looking for evidence that would link Jonathan with the scam was unacceptable.
The statement partly read, “We (CD) want to assert that there are avalanche of evidences that have linked the former President to the criminal diversion of public funds and genocide against Nigerians.
EFCC probes N4b deposits in ex-minister’s account ……. Nation
Economic and Financial Crimes Commission (EFCC) investigators have discovered that about N4billion was channeled through the account which former Finance Minister Mrs. Nenadi Usman operated for campaign funds purposes, it was learnt at the weekend.
The account is titled “Joint Trust Dimension Nigeria Limited”. A substantial part of the funds was disbursed to Peoples Democratic Party (PDP) chieftains ahead of last year’s general elections.
Mrs Usman, who has been detained since last Thursday, is being interrogated by operatives of the anti-graft agency in Lagos.
An EFCC source said: “Mrs Usman was asked to report in our Lagos office so as to be able to secure a remand warrant which will assist us to interact with her.

Former military President Ibrahim Badamasi Babangida is unbothered by last week’s rumour of his death.
He told reporters yesterday at his Hilltop Mansion in Minna, the Niger State capital: “The rumour does not shock me; neither does it bother me because I know I must go and meet God, my creator. There is nothing really to worry about, my religion has told me.
“As a Muslim, I strongly believe everybody will die, everybody will die and everybody has to die. It could be now or in hundred years’ time or two days to come but it doesn’t matter. Everybody must die.”

This question, which may be difficult to answer categorically, is critical to the success of the ongoing effort to fill 10,000 vacancies in the country’s police force.
It is thought-provoking that a statement by the Head of Press and Public Relations Unit of the Police Service Commission (PSC), Ikechukwu Ani, said: “The Police Service Commission as at 7.30am today, Tuesday, April 19th, received 705,352 applications from applicants who are seeking employment into the recently advertised 10,000 vacancies into the Nigeria Police Force. A breakdown of the applications showed that 202, 427 applicants have successfully applied for the position of Cadet Assistant Superintendent of Police (ASP), 169,446, for the position of Cadet Inspector and 333,479 for the position of Constable.”

One of the puzzles yet unraveled in the Nigerian game of politics is why our annual budget has been a source of quarrel between the legislature and the executive since the nation’s return to democracy in 1999. With the 17-year old quarrel operating as a yearly matter without exception, it seems obvious that how to grab money is a prime objective of the squabble. Following the inability of the Federal Executive Council last Wednesday to say when the 2016 budget would be signed into law, hopes of many citizens looking forward to the budget have been dashed. The current phase of the usual cat and rate game does not show that even an early submission of the budget in the future would resolve the matter.

The Vanguard reported on Friday that the Federal government had suspended the at-source deductions from state allocations from loans obtained by these states and guaranteed by the Federal government of Nigeria. It is apparently a short-gun measure to stem the financial crisis in the states, and to enable them fulfill their payroll obligations and stabilize the economy. In principle this sounds good. But its implications are a little murky. Rescuing states from insolvency is an act of charity that breaks the law. As a matter of fact, it is an unfunded mandate. It is constitutionally a mandate that must be backed by the Legislature of the republic.
Every action of government connected to the expenditure of federal funds must be covered in the finance act as enacted by the National Assembly. Even as a short term measure, the executive arm must seek the authority of the legislature before the federal government commits any federal fund to any objective, including ameliorating the dire financial situation of the federating states who now find themselves at the verge of collapse and bankruptcy. The decision therefore arrived at by the National Executive Council to suspended these deductions from the state allocations is not a “federal government decision,” because it is not backed by the appropriate funding mandate or act of the National Assembly, it is a decision of the Buhari executive administration, and it has no backing in law.

Notice, please that I did not add Fulani because they are not all Fulani or even all Nigerians. The reason is simple, I was once a cattle owner and several of the nomads engaged by the later supervisor, Yinusa Idi, who lived in a settlement near Gezawa in Kano State, were Fulani or Nigeriens. From what seemed like time immemorial, the herdsmen and women, it needs to be added, had been given a special licence to trespass on the lands and farms of other Nigerians with impunity. Although it is difficult to determine the date when it occurred, they now seem to have also acquired the licence to kill with impunity. During President Shehu Shagari’s administration, Nigeria’s Mobile Police became known as “Kill and Go”. Today, the herdsmen have become the unofficial “Kill and Go”.
